Gove Says Healthy PRS is Critical

During the annual conference of the National Residential Landlords Association (NRLA), Michael Gove delivered a compelling speech, underscoring the significance of a thriving PRS in the broader residential property market. The timing of his address was noteworthy, given it came right after MPs deliberated on the Renters (Reform) Bill.

Gove took a moment to applaud landlords for their valuable contributions, asserting, “the overwhelming majority of landlords provide an invaluable service”. He also touched upon the importance of streamlining the judicial process, emphasizing the necessity to expeditiously process legitimate possession cases, especially as the closure of section 21 looms.

Critical Discussions and Insights

One of the most crucial discussions that took place involved the yearly cycle of student housing. Recognizing the unique nature of this market, Gove concurred with the NRLA’s concerns about ensuring continuity when fixed-term tenancies come to an end. This ensures that both students and landlords can have predictability and security in their arrangements.

Gove also expressed the government’s firm stance against rent controls. In his view, rent controls don’t just overly intervene in the market but can adversely affect the availability of rental homes. He said, “they are not just an intervention too far, but completely the wrong approach”, pointing out the potential unintended consequences of such measures.

Feedback from the Housing Select Committee

The conference also provided a platform for Clive Betts MP, the chair of the cross-party Housing Select Committee, to voice his thoughts. He acknowledged the NRLA’s contributions, stating that their evidence is both respected and valued. Such recognition reflects the role of the NRLA in shaping policy and opinion in the rental sector.

Reflecting on the event, Ben Beadle, Chief Executive of the NRLA, remarked on the record attendance and dubbed this year’s conference their best to date. He shared his satisfaction upon hearing Michael Gove’s intentions to ensure any impending changes benefit the sector holistically. Above all, he emphasized the NRLA’s mission: to cultivate a rental market that genuinely serves the interests of both responsible landlords and tenants.
